Another Bizarre Tool Manager Error

Allow me to outline two bizarre errors our toolmanager operators are encountering with the software.

This is the first error we received, first on August 27th, when trying to add a brand new tool with a brand new tool ID.

Apparently you have to be screened and approved to attach files!

There is a 512 KB limit for attachments, your attachment may have been too big.
